Brief specification description or basic overview of the project: Unified collection, transportation, and disposal of decoration waste, demolition waste, and mixed waste generated by residential communities, administrative villages, enterprises, institutions, and street shops within the jurisdiction of the town, forming a closed-loop management system, and constructing a decoration waste transfer station with clear flow direction, standardized operation, and environmental standards. The bidder intends to entrust a qualified bidder to provide decoration waste cleaning and sorting services through this project. Please refer to "Chapter 2 Project Bidding Requirements" in the bidding documents for details.

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目（是）專門面向中小企業(yè)采購，評審時中小企業(yè)產品均不執(zhí)行價格折扣優(yōu)惠。（2）強制采購節(jié)能產品、環(huán)境認證產品政策、鼓勵節(jié)能政策、鼓勵環(huán)保政策、支持監(jiān)獄企業(yè)發(fā)展政策、殘疾人福利性單位政策、購買國貨政策。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (2) Compulsory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products.
(c)本項目的特定資格要求：（1）本次招標需要網上投標，投標人必須獲得上海市電子簽名認證證書（CA認證證書）；
（2）具有有效的營業(yè)執(zhí)照或相關證件；
（3）具有承接本項目的人員、設備、場所等相關條件；
（4）投標截止之日前三年內，在政府采購活動中無不良行為記錄；
（5）公司資產狀況良好，依法繳納稅收和社會保障資金，具有良好的商業(yè)信譽和健全的財務會計制度；
(c)Specific qualification requirements for this program: (1) This bidding requires online bidding, and bidders must obtain the Shanghai Electronic Signature Certification Certificate (CA Certification Certificate); (2) Having a valid business license or relevant documents; (3) Having the personnel, equipment, location, and other relevant conditions to undertake this project; (4) Within the three years prior to the deadline for bidding, there has been no record of any misconduct in government procurement activities; (5) The company has a good asset condition, pays taxes and social security funds in accordance with the law, has a good commercial reputation, and a sound financial accounting system;
(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
